Can DCIM do a discovery tools to find out where are all the network equipment (router, Switches) in our network?

Thanks for your questions.
Whilst SE's StruxureWare DCE has an SNMP and modbus discovery engine, and can discover network equipment, it's not really designed for the type of role. The DC in DCIM stands for Data Centre and is at its best managing and controlling data centre devices, UPS, CRACs, rPDUs etc. If you are only discovering network kit for asset management, the combination of DCE and DCO will provide you with a strong solution. Your network supplier / manufacturer will probably have good solutions for discovering and monitoring network equipment and there are plenty of open source solutions available to you.
