If the server is unable to connect to the Internet, then try the upgrade by checking the option “Do not download packages from the internet”
also make sure that the installation iso file is uploaded to the server first, and then reference this local file in the upgrade, eg. run the installer local to server.
This upgrade installation option can be useful in location without public Internet access.
