It is possible to access the page using the direct link to the page
You can invoke the sign in page at any time. This could be useful, for example, if you accidentally deleted the page on which you signed into the StruxureWare Operations: Dashboard.
In a Web browser, type this URL: http://host:port/c/portal/login (replace host:port with the Liferay server:port).

It is possible to add a sign in page. Just add a page and add the portlet under Tools>Sign In. If you name the page "Login", clicking sign in will automatically take you there.
