Connect PDU to Ecostruxure

I am trying to configure an APC PDU APDU10451SW from EcoStruxture IT Expert using SSH but it is showing as unavailable. I have also tried to connect with FTP and it still shows as unavailable

On the gateway server, I see under the device>communication tab of the PDU with SCP listed. I verified I can connect to the PDU with SSH. I have verified the user and password. I have removed and re-added the PDU from the Gateway server. Rebooted the NMC of the PDU. Disabled and reenabled SSH and FTP

Running out of ideas.

Unfortunately I don't believe DCE or ITE can mass configure or perform firmware updates on the 10K series rack pdus because they use a different network card. SE is releasing an nmc3 upgrade for these sometime in Q2/Q3 this year and they are offering an 11K series pdu that includes it.
