It is tricky to do in commercial enterprise, after all, significant expense has typically gone into developing such 'tested component templates'.
I also think that it would have limited application, since most applications will be slightly different, and hence will have a slightly different set of requirements, meaning that the existing component template is not a good fit.
You should see how many different variants of a sewer pump station there are in the world... it's really just a well which collects 'stuff', and a set of pumps to pump it out... but even within a single waste water organisation there will be at least a dozen variants. I know of some authorities that have several hundred pump stations, and every single one is slightly different...

Agreed, it would be a nice thing to have, also agree that it will be nearly impossible for most to share their work since it would be considered the intellectual property of their employers.

Is this something you would like SE to host? Or to put on github or similar code sharing platform?

If there was a Github repository (ideally hosted by SE) which people contributed into, then I think it could be easier to get some traction on donating also (at least making some improvement contributions back to it).
