du5tin: ClearSCADA Mobile setup isn't the most intuitive thing on the planet. I maintain a couple installs of it and it can be a bit of a pain. Reading the CS Mobile installation guide completely should help. If you miss a step you will almost be guaranteed to have errors in the phone app later.
A couple questions... Is the CS Mobile IIS app on the same computer/server as ClearSCADA? Did you setup the system, devices and users under the devices inside the ClearSCADA Mobile Configuration tool?
There are three main log files you can look to for help in tracking down issues:
The Mobile Companion log on the ClearSCADA server (usually stored with the DBServer logs) has connection information for comms between the companion and the IIS app.
The web server/IIS logs will have generic information about the pages users request and any server errors (403, 404, 500, 503, typical web server error codes). I find that this shows some symptoms but never really gives you a solid feeling of what the true problem is.
The ClearSCADA Mobile logs on the mobile server (see the configuration tool for location) will have more detail about the failed user requests but also some information about comms back to the companion on the ClearSCADA server.
