I am having a server configuration and licensing error. There is a license and I have checked the file path and machine ID and the error is ChangeLicenseFile failed with error: "an established connection was aborted by the software in your host machine" GeoSCADA.

This error message is from the Window TCP/IP stack. It indicates the TCP connection between the client (server icon) and DB server has failed, which isn't very helpful.
What does the DB log files show? Search for "ChangeLicenceFile( IN: File <filename> )" where <filename> is the name of the licence file.

To set up the filename of the License File manually for the server, put the filename into this registry key:
HKEY_LOCAL_MACHINE\SOFTWARE\Schneider Electric\ClearSCADA\DB\LicenceFile
You will need to restart the Geo SCADA server though.
