Add standard GPL libraries

GPL libraries brings a great tool for standardization within development. As the new SCADAPack X70 range supports the Unity Pro Logic engine, it would be great if these libraries can be created for GeoSCADA as well as SCADAPack X70's. This will allow for implementation of tested and validated function blocks to be implemented on the SCADAPack and linked to GeoSCADA
