Add Methods to User Object

We often have to write scripts and adjust security settings so that an operator or their boss or an office administrator can edit email addresses on users in the system.

Could we add some new methods with the "Operate" permission to the User object to enable operators to change their email addresses and other contact information without having to give them full configure permissions on the user objects?
