Three phase voltage indicates the power supply to/from equipment that contains all three phases. The specified voltage is the voltage between two of the available phases. A three phase voltage could for example be used for a power distribution unit that can supply all three power phases.
Single phase voltage are used by most power consumers, and for equipment that only supplies power on a single pair of lines/cables. The voltage specified is the voltage between the two the lines. This can be a phase-to-neutral and a phase-to-phase pair. For example, a server should be supplied with a single phase.
