Cause
Terminal 8 is input U1, which is used by the controller for outside air temperature in the economizer calculation.
Resolution
The resistor is 1.8kΩ
A temperature sensor on U1 would be a 1.8kΩ thermistor, if this input was being used. The resistor is a place holder to keep the unit out of economizer during initial setup if a thermistor is not going to be used.
