Issue
Uninstalling KB2858725 removed MS Dot Net 4.0 from the system and Web Client no longer accepts connections.

Cause
Removal of KB2858725 not only removes the update it also removes Microsoft Dot Net 4, Dot Net 4.0 Client and Dot Net 4.5 extended.
Resolution
Microsoft Dot Net 4.0 Extended.
