Issue
An alarm goes on and off several times in a short amount of time. Each time the alarm condition clears and reasserts itself, by default, another email will be sent.

Cause
Every time an alarm goes off, the email notification checks its parameter and, if true, sends an email.
Resolution
Filter the email notification by "count." Set it to "from 0 to 1" and you will only get a email on the first alarm (count).
