It is not clear why the nominal rating of the breaker be 800 A?

Since only short circuit protection is required, why can't the breaker(OCPD) trip setting for short circuit be set at the required value rather than having a large sized breaker?

Code requirement is for the OCPD sizing, which the Short circuit rating here, not the Overload rating of the breaker!
