I have about 400 SE8350 stats, and some of them for reasons I cannot find, will not enable the fan nor will it open the chilled water valve. The fan operation is set to ON and the cooling demand is at 100%. I can override the fan on and the valve open, but the stat will not do it on its own.

I verified that the unit is in cooling and in occupied mode, and it is more than 5 above the cooling setpoint.
