Should I consider the empty modules in the power calculation for the power budget for AS, AS-P, and IO modules? If I have unused Schneider modules in my control panel, do they use power?

If by empty modules you mean a base that has an I/O module inserted but none of the points are used then yes, I/O Modules draw power even if no objects are configured. Even if they didn't you would want to include them in your power budget in case they ever get used in future.
