In the CitectSCADA Tag Editor, When the "Relié" option is set to "Oui" (Yes), the tag becomes locked, and editing is restricted. However, when the "Relié" option is "Non" (No), the tag is editable as in the attached images.
For cases where the "Relié" option is "Oui," how can we change it to "Non" to enable editing of the tag?
Looking forward to guidance on making tags editable while preserving their functionality.

It is difficult to assist you over a forum post. It requires inspecting the actual configuration in the project and making further suggestions.
I'd recommend reaching out to Technical Support to discuss your setup and the best path forward.
As long as you have a project backup, you can safely experiment with different changes and see what impact it has. Obviously do this on a non-production system, or VM.
The main thing you need to be concerned about is triggering a tag refresh and overwriting changes you previously made.
Let us know how you go with it.

It looks like you are using quite an old version of Citect!
What happens when the record isn't able to be edited, means that the tag is linked to tag import or equipment template:
"The Linked field in the status line of the Variable Tags form reads either Yes or No and indicates whether or not the variable tag is linked to an external data source. When you program an I/O Device using software other than Vijeo Citect, an external data source is used to store tag data. Linked variable tags are updated whenever external tag data changes, meaning you are not required to enter the information again in Vijeo Citect."
So I think you must unlink it to be able to edit it, but be warned that any change you make in the external data source won't be synchronised back to this tag anymore.
Another option is to edit the Variable.dbf using Excel and the DBF Editor plugin, but again, if you make changes directly, they might be overwritten by the external data source when the sync occurs.
It might be helpful to talk to the Engineer who originally build your SCADA system to get more insight into the setup and expected work flow to make changes.

Thank you for your detailed explanation. Unfortunately, consulting the original engineer is not an option. Could you please advise if there's a method to identify the tag import, equipment template, or external data source the tag is linked to? Additionally, is there a safe and recommended process to unlink the tag without disrupting the system?

Thank you for your suggestions. I have been experimenting with different changes on a non-production system, ensuring that a backup is in place, and so far, nothing adverse has occurred. I appreciate your guidance and will proceed cautiously, especially regarding tag refresh and potential overwrites.
