The electricity in my building it's very poor and I have too many gadgets and power-hungry electronics in my room. The things I'm looking to power are a 37 inch tv, ps3, sorround sound logitech z5500, pc with a power supply of 700watts and a core2quad, 22inch monitor and a cable box. What device will best server my needs? I have no clue on which voltage stabilizer or ups I should pick.

Sorry, we don't moderate the boards on the weekend, it's usually a Monday-Friday ordeal and I was away all day yesterday as well.
You're going to need to take a look at first, how many devices you're going to need for your entire setup.
Your A/V equipment should use an A/V ups or surge protector/line filter.
The Computer will probably require a Back-UPS.
However, you can also look at residential surge protection installed at the main service entry to protect the entire load from surges.

The devices I will need are my tv, surround sound, pc, and ps3. Everything is connected to a philip surge protector I bought at target. Which ups will best serve my needs?

Are you putting them all on one UPS?
Can you provide more information pertaining to what your desired setup would be?
I wouldn't put a TV (HD I'm assuming because of the PS3), PS3, PC and a Surround Set (which I'm assuming has a 'woofer) on the same UPS, because you'd be looking at upwards of a 2kVA UPS which is going to cost a small-fortune for a home user.
However, if that's the setup, you're going to want to look at an SUA2200, which is going to require a dedicated 20A circuit, and a 20A receptacle installed at the wall.
Chances are in a residential area, all that are present would be a 15A, meaning you would have to split between 2 UPS's, either two Smart-UPS 1000's or 2 Back-UPS 1300/1500LCD's.
