I am experiencing an excessive number of power outages including loss of power, surges, noise on the line. The local power company has monitored incoming power and verifies the outages. Every piece of electronic equipment with the exception of those in my office and already on an APC UPS have been blown. Do you have a unit to handle the entire incoming source (200 amp service) that can be installed at the meter to protect everything connected to the line?

You should hire a professional electrician to see what's going on and what is(are) the cause(s) of the power loss. Before the power loss many things can be happening including voltage spikes/surges. It may not be the power loss itself that is causing your equipments to fail, but what happens miliseconds before that. An osciloscope that is capable of recording the sinewave in its internal memory would tell what's going on. All splices and connections should be checked from the electrical panels to the cable splices outside the house.
I also recommend you installing whole house surge protectors inside or by the main and subpanels in your house and also plug every piece of electronic equipment to surge protectors. Don't do all of this by yourself, hire a professional!
