Hi anand,
The Back-UPS RS will provide surge protection as well as the battery back-up. Dell's web site for the XPS line doesn't state anything about the laptops having PFC power supplies so you should be fine to use it with your Back-UPS.

Thank You... One more thing , In the manual it says that you should not connect the Back-UPS to any voltage stabilizer, or tripper . Back-UPS should always be connected to the direct AC source socket ..Is it true and what harm can it do?Can I connect the Vice-Versa?

you want to avoid daisy chaining things. you risk overloading the UPS adding more outlets and also if its not an APC device, it could void a warranty or EPP claim if something happens. it just introduces more points of failure. if you need voltage regulation, APC has UPSs with it built into the UPS.
