I recently purchased an H15BLK power conditioner for my new home theatre. Everything was working fine until today. I leave the H15 on all the time and today when I turned my components on the APC unit began cycling on and off continuously. It would stay on for about one second, shut off, and start over again. I immediately unplugged it and all of my components plugged into the back. I tried plugging the APC unit in by itself and it kept on doing the power cycling. After about maybe 10 seconds of doing this the circuit breaker in the unit tripped. I unplugged the unit, waited about half an hour and tried again but it still does the same thing. There is also a burnt smell coming from the unit. The components that were switched on when the problems began are a home theatre receiver, bluray player, and a projector.
Has anyone experienced a similar issue? I'm wondering if the unit has developed a short. I'm hoping I can send it for repair somewhere but at this point I'm just looking for input from others on what I might do next.

I agree with what you've suggested. Tripping the breaker with no load typically means short to me.
If you just purchased it, this should be covered under the factory warranty. Generally, we'd go by the UPS serial number to determine age and warranty status and if it showed out of warranty for some reason, technical support will accept a valid proof of purchase.
If it were me, I'd contact our technical support team via phone or email and have your serial number available to request a warranty replacement. Refer to this thread if required. I believe these have a 5 year warranty.

I purchased the unit new from a person who had purchased it prior but had not put it into service. Thus I do not have what would be considered a valid proof of purchase. The serial number is 5Z0940T55243.
Do you think I would have any chance of having this covered under warranty?

Worth a try since its within the 5 year warranty - it was manufactured in 2009.
