PM service, scheduce services for UPS and Cooling: Must be or Option?

Now, in Vietnam when we order 3 phases UPS and cooling system, APC office require I must order PM and scheduce services. Right or wrong?

Hi everybody

I'm still waiting an answer.
We can't convince our customer, who have buy additional PM. Because, the UPS or cooling included PM.
I don't understand why Vietnam APC can forced customers buy PM service, which is option (from website www.apcc.com). I don't agree and fell very fretful about that.
Pls, help me.
