Overload indicator with 21 Watts of power being pulled - only when Plugged into House current

Just got new replacement batteries for my Ativa AT BU1200. When use it without being plugged into the house current all works well. But when I connect to the house current and plug in my netbook, which is pulling 21watts of power, the Overload beep and light come on after less than 20 minutes. Any ideas why and how to stop this? Also using Pwerchute software silenced all alarms, but the overlaod alarm still sounds. Is this as designed and I cannot stop that alarm?

This is similar to an APC BX1200.

In PowerChute when you do this, what does the load draw show as? Does it jump up and think its more than 21 watts? What happened leading up to this situation?

And yes, you cannot silence the replace battery chirp (once every 5 hours) or same with the overload since it wants to tell you something important.
