I got and RS 1300 that was unplugged for about a year, I plan to use it soon however there appear to be no charge on the battery having been plugged to the wall for a full day, how should i go about charging the battery? The device must be on or off? Shall I plug something on the ups?

If a battery was sitting for a year, it may be damaged and not able to charge up. The UPS will charge the battery as long as it is connected to the UPS and the UPS is connected to AC power. The UPS can be on or off during this process.
If after 24 hours after sitting and charging, it does not charge up, then you may need to pursue a new battery.
