Complaint regarding the Fan Noise Issues with Back-Ups XS 1500G

I have seen ALOT and I mean ALOT of complaints regarding the noise level of fans in the high power ups systems and personally I see this as a design defect. As a computer enthusiast I have designed more than one high end desktop and somehow despite modest over clocking I was able to keep the system cool and operating nearly silently through the use proper heat sinks and by setting something called a fan curve which results in a gradual increase in fan speed based on temperature. There is absolutely no reason the same cannot be done with future revisions of APC UPS units. Honestly the only reason these units are so loud is that the fan has two speeds low and high. Most of the fan noise issues could have been eliminated by the engineers using an analogue fan controller that like a computer system uses temperature sensors and a fan curve to adjust the RPM smoothly and prevent the fan from revving too high when it is not needed. There is NO REASON that APC cannot design a quiet UPS.

Worst yet is the fact that the exhaust coming out of the unit is usually COLD and the unit is revving its fan at high speed when it is not even remotely warm! this leads me to wonder if the unit even has temperature sensors at all or simply toggles the fan when the load goes above a certain threshold just in case the unit might eventually get hot. The UPS works perfectly but the cooling system is so poorly designed it might as well be defective.
