My APC SMT2200C does not allows on output voltage, trying to configure it require a kind of unlock code, mentioning use the up, down and ESC keys.
at the end a code P.06 is on display

P.06 means that there is an issue with the AVR relay this usually happens when there is a input power issue due to unstable power so UPS maybe on constant AVR mode or it could not use UPS AVR function. Make sure to take note of Input and output power's Voltage and frequency. If in put is not normal (120V 60HZ) try to look for an outlet that has normal power. Otherwise turn off output and after a few minutes turn it back on or perform a logic reset follow article https://www.apc.com/us/en/faqs/FA156611/
If the error does not go away check if there are other UPS that has same issue otherwise you have a hardware fault.
