off grid . when backup generator is running there is a clicking noise from BE600M1. nothing is plugged in.

When this problem is happening you can help identify the problem by looking at the LED status indicator on the unit along with listening to the beeper tones.
A much easier method is to view the active fault / errors via APC Power Chute which I have linked here scroll to compatible software:
Based only on the limited information you have provided the system is probably switching back and forth between online and battery only power.
If this is indeed the case the first step is to adjust the sensitivity to the lowest setting to allow the unit to accept a wider voltage range as referenced here:
If doing so doesn’t resolve the problem disconnect the system immediately! As leaving the unit in this condition will result in a relay weld condition which will damage the UPS.
Provide the following logs from APC Power Chute: Event, Data, UPS, Diagnostics.
