Yes, typically most UPSs can except they may beep at you telling you a battery is missing or if the power goes out, they may need to be manually turn on. The symptoms you see depend on the specific model - this one is probably very old though and because of the age too, part of its surge protection mechanism may be weak (metal oxide varistors) depending on if it's been exposed to many power events over its lifetime (some info here on MOVs - Varistor - Wikipedia, the free encyclopedia).
