I've acquired a Back-UPS 650 pro.
Upon plugging it into the mains there is a solid tone - no leds are lit. Holding the on button cause the tone to drop in frequency a little. Removing the mains power and running on battery yields the same results. Obviously, removing the battery causes the tone to stop until either the mains is plugged in or the battery is reconnected and the power button pressed again.
Any ideas at all what's going on here?

The battery reads 5V so I'm willing to bet that's gone. This means I can't do a cold start. It doesn't work at all when plugged into the wall. Except for the solid tone which comes on eventually.
I'm assigning this to silicon heaven and have bought a new one to replace it.

Sounds like the unit has some sort of internal fault - it may have sacrificed itself. Normally some LEDs would come on to tell you why it's beeping, but since none are on, I suspect it's beyond much help at this point.
Does it pass power at all when it's beeping like this? Have you already tried replacing the battery? Do you have the model & serial number on the unit?

Hey you can try out below mentioned steps to resolve the issue and check.
Here are the Steps of 'Cold Start' to test the UPS itself:
1. Please unplug all connected devices from the unit including the interface cable if connected.
2. Switch the unit off if it is on
3. Unplug the unit from the wall outlet.
4. Then press the power switch and release it as soon as you hear a long beep. Please Note: We need to release the button before the long beep ends.
5. The unit should come up on battery and beep 4 times every 30 seconds
6. Then plug in the UPS to wall outlet, the Green LED will glow.
