APC RS 900 - Surge working but battery back up is not

I just got this RS 900, the battery is plugged in and has been charging all night. I cannot get it to work at all, the battery portion of the 900 will not even come on, the surge-protector will continuously work. What is the issue? Am I missing something?

Can you attach the unit to your computer using the usb cable, then install Apc Powerchute Personal Edition:

The button doesn't turn anything on, no lights, nothing.
