APC Back-Up ES 650 (BE650R) clicks and stops working on the battery side.

My APC Back-Up ES 650 (BE650R)'s battery outlets don't seem to be working right. I replaced the battery a few days ago with this https://www.amazon.com/gp/product/B0002QLDLC/ref=oh_aui_detailpage_o01_s00?ie=UTF8&psc=1 (old battery was completely dead), and here's what happens.

1. I turn on the UPS, the green light turns on and stays solid.

2. Right after that, I plug in my phone charger with my phone (for testing), and it doesn't start charging immediately. 9 seconds later, I hear a "click" sound from the UPS, and my phone starts charging.

3. Another 9 seconds later, I hear another click, and my phone stops charging.

To get the battery outlets to charge again, I have to turn off and turn on the UPS, but the same thing above still happens. I only get charge from the battery outlets of the UPS for 9 seconds.

The surge protection only outlets work without a problem the whole time. only the battery backup outlets have an issue.

I've never used this UPS before as it's just been sitting around with a dead battery for the longest time and I've only recently bothered to buy a replacement battery for it. Is it a fixable problem? Or is it the UPS itself that is faulty? Cause if that's the case, I'm probably just gonna return the battery and not bother with fixing this thing. If there is a fix, that would be ideal.
