APC Back-UPS 700VA (BX700UI) blinking green light does not stop at startup

I have a APC Back-UPS 700VA IEC (BX700UI). When starting the green light does not stop blinking, no beep. It looks like the device cannot finish to boot.

What are your recommendations?
