APC BX700UI fault, help!

Hello, I own an apc "Back-Up BX700UI", I bought three years ago, since then has never given any problem. The ups have always been plugged into the wall outlet and currently hold a load of 80 watts or 200 watts if I play occasionally with the PC. For three days, however, is causing me problems, as soon as there is a small power surge, turns off the PC and also the ups while it is emitted by the ups a constant tone with LED off.  The battery at restart is almost completely discharged, it took hours to recharge but the next small power surge has reappeared the same problem.  I tried to reset the ups by disconnecting it from the current and its battery and pressing the power button for 5 seconds. I tried to check if the battery mode worked, disconnecting it from the power with its battery connected and pressing the button for 10 seconds so that it enters battery mode, and it succeeds. During the night I noticed that the AVR works because I could hear clicks when the current was not constant. At this point I thought that the battery was exhausted and tried to change it to a definitely working one after charging it 100% as per the manual. This time with the PC on and a load of 80 watts I tried to disconnect it from the power outlet, the ups flashing LEDs, emits rapid beeps every 1/2 second, the ups remain so in battery mode for about 48 seconds and then turns off the entire PC. At this point the ups emits small beeps every 4 seconds with the led off for another 10 seconds until it turns off completely even the ups.  This behavior does so even with the new battery and I do not know what to think.  The ups is constantly charged to a percentage point every 4 minutes or so, and everything seems to work properly except for the fact that it does not hold a load of 80 watts.  
I obviously tried to solve the problem with the assistance via email, after making me do some reset tests have kindly suggested me to participate in their program of scrapping with discount on the next purchase without specifying what type of discount. I thought that maybe some users of the forum had encountered the same problem and had perhaps found a solution.
My ups model is Back-Ups BX700UI and the serial number is : 3B145X00987.

Hi Marco,

Initially your issue sounded to me like a bad battery, however from the detailed description you've provided, it would appear there may be a Charger Failure of your unit. In either case, whether there is a failed battery or charger failure the unit will require replacement. I would recommend you reach out to your local Schneider Electric call center for continued support.

Initially your issue sounded to me like a bad battery, however from the detailed description you've provided, it would appear there may be a Charger Failure of your unit.
