We have 3 1300s in our shop. One is working fine, the other two do not show any response to new batteris, etc. The diagnostic screen will not come up at all, though the surge outlets still work fine. I've tried reseting the breaker button in each, but to no avail.

The circuit breakers on these unit are output circuit breakers, not input. So if they trip, the outlets on the back don't work and have no effect on the UPS not turning on. If they are tripped, they are sticking out 1" or more, they are tripped. When they aren't tripped, they stick out about 1/4".
There is not too much you can do for Back-UPS products besides make sure they have good AC voltage input and good batteries.
