I've used (but cannot seem to find) a SMARTUPS 1500 that allowed both 120 or 230 input with output to 120. Does anyone know the model or have a link to it?

The X Option for the UPS to which you are referring is X167. Unfortunately we only manufacture two sizes now, a 700 and 2200, links below:
