hello , you need to use an original APC cable , the part number is 940-0144 , then you can Run a terminal program (such as HyperTerminal®) and configure the selected port for 9600 bps, 8 data bits, no parity, 1 stop bit, no flow control.
you cant do it with another communication cable.

I am using the correct cables (with a USB adapter) on a pair of AP8959 units. I can connect to both units, but all I get is weird symbols at random intervals. It's basically as if the baud rate or serial parameters are wrong, but I am definitely using 57600,cs8,-parenb,-ixon,-ixany,-crtscts and the system definitely defaults to 1 stop bit (screen on a Linux system).
I've tried other baud rates as well with no luck. (2400, 4800, 9600, 19200, 38400, 57600, 115200, 230400).
Any other suggestions?

The correct hyperterminal settings are 9600 8 1 none none.
If that doesn't work then you most likely have a bad cable.
