I'm trying figure out how to stop the ups from turning power outlet off on unit when there is a sudden power surge. When power outlet on ups is off for brief time network switches reboots.

It would be helpful to know the exact model UPS and its installation date. Going off the limited information provided here the most probable cause(s) is the unit is damaged or the batteries are EOL / Dead.
If this unit has been in service for more than 3-5 years without a battery replacement. It’s more likely the battery isn’t holding a charge and thus provides no backup power during a lights out / grid failure.
You can easily test this right now by pulling the power cord out the wall. If the batteries are end of life the system will immediately shutdown or the runtime will be a few minutes.
Other common problems / possibilities are the UPS isn’t setup (defined) to turn back on after power is restored so check if this option is available / enabled.
Again, without knowing if this model is an enterprise vs consumer grade UPS there are dozens of possibilities.
Regardless, providing the active faults / error logs from the LCD, Power Chute, NMC would offer much insight about the power quality or lack thereof and how the system reacted during those events.
Because there’s no way to know if a (Surge) is the root cause vs a dozen other possibilities such as a weak / dead battery cartridge.
Once you provide all the active faults / error logs and provide them here. Initiate a manual Self Test either through the LCD Menu, Power Chute, NMC.
Assuming it passes call out the current input / output voltage, frequency, battery capacity and battery voltage.
Initiate a manual battery calibration with at least 30% load and reply back the results and outcome.
