I found UPS out of order and have no 220 V AC output supply to the communication equipment.
and show an alarm: Power System Error - 02000, Internal RBC near End of life - 0-4, Order Part: APCRBC152.

I would recommend you contact APC Technical Support as it relates to (Power System 02000) error code. The other one indicates the battery is near end of life and is a reminder to order APC RBC152.
In the interim you can verify the breaker hasn’t tripped and press / toggle the breaker reset button / switch.
If the breaker hasn’t tripped you may consider performing a Brain Dead Reset.
Brain Dead: Power down and disconnect all connected loads. Remove AC Mains from the wall outlet. Disconnect the battery cartridge. Press and hold the power button until you hear a click / beep.
You may not hear anything at all either. ☝️
If your hardware supports a cold start you can reconnect the battery cartridge and power up the system. The system will complain the AC Mains are not connected just ignore that.
Enable the outputs using the LCD Menu. You should hear a few relay clicks if everything is working correctly. If the system does engage the outputs you can reconnect the AC Mains.
Clear any active faults from the system.
You may also do the same start up sequence with AC Mains connected. Performing both start up tests will help narrow down (isolate) where the problem may be.
If both start up sequence does not allow the output to be (activated) turned on. This indicates an internal hardware fault that must be resolved by a repair / replacement.
