This unit does not appear to work. There is nothing obvious on the exterior. Are there any tests I can do exterior or interior to try and get some idea of what might be wrong.

Found the problem, simple fix for once.
One of the leads had come off internally. It appears that it may have been a bit loose right from the factory. I say this because I could see the blackness of where it must have arched until it finally popped right off of the connector.
I put it back on making sure that it was in as far as it could go, fired everything back up and it all went up no problems.
Now, to see if anyone replied to my asking if there are any 240VAC to 208VAC step-down models made by APC :).

oh boy, so you got it this and it doesnt work? you should be able to just plug it in and then get output from the outlets? check the input circuit breaker if it has one near the input cord and then then the outlet breakers. that is all you can check really..of course make sure it has good input voltage from your UPS π
