Time to update PCPE

Time to update PCPE.

This is a very old app now (2012) and has to be run in compatibility mode for Win7 or less.  I'd venture that a lot of people are running Windows 10 (I'm on 1803).

The code needs updating, it often complains that it can't find my Back-UPS 650 (despite checking/changing cables) on restart and the USB has to be replugged, apcsystray occasionally disappears for no reason and I have to reinstall PCPE to get it back.

I have 5 Back-UPS 650's that work just fine (good product).

Time to update PCPE (and offer a 64-bit version)
