The APC UPS 3000 showing a P.17 fault code indicates a bypass relay weld error
We're getting a p.17 error code and alerts from the unit. We tried to clear the code using the following procedures listed below. We suspect a power surge may have caused the problem. Since its happening again we're assuming the unit could be damaged. PLease advise

If the equipment is still under warranty contact APC Technical Support to initiate a RMA. If the unit is not under warranty than it really depends upon what standards your company operates under. If your company follows the most stringent ISO standards than the hardware will need to be replaced.
If you don't follow any ISO standards than you may consider sending the unit out to any electronics facility to have them replace all of the relays in the unit. Don't simply replace the failed welded relay because you're simply living on borrowed time!
Replace all of the relays and obviously have them inspect and test all of the MOV, GDT, Fuse, in the SPD circuit.
