Symmetra Power Array Model: SYMSTRFI Is not turning on

With good input voltage, good battery(129V), UPS is not turning on, NO LED lights ON in the MIM/RIM and NO Powerview Display when the input circuit breaker and System Enable are closed (UP). Only the symptom of life, after System enable switch is closed (UP) fan of SYPM is working 20, 22 seconds and then stops. I had tried another SYPM but same. We investigated the I/O Module, it is ok. I have tried cold start but same. Please support, for me it is very important.

This ups was not used for couple month and i try to use it in new location. I am not bad in the electronic and power but cannot find the problem. looks like activation problem or power supply, please someone advice something...
