I have an issue with a couple switched PDUs that I've got set up.
Units are model AP7900 and both are running firmware 3.7.0
I have configured all 8 outlets on both units as a global outlet group and configured the multicast settings. The global groups work the way they should and switch off and on correctly in sync.
Next, I remove one of the groups. For example, I no longer want outlet #1 on each unit as a group so I delete that global group from each PDU.
If I switch off one of those outlets, it switches off the outlet I specified and also switches off the global outlet group containing outlets #8, which were not selected.
This behavior is not indicated in the Outlet Control Confirmation screen, in fact that screen shows "No Outlets selected for Off Immediate." but it powers off all three.
Also of note is that it doesn't matter which of the un-grouped outlets I switch off. Turning off either one (as in, from either PDU) causes the #8 outlets' group to switch off.
Has anyone else experienced this? Is anyone else using outlet groups but leaving some outlets un-grouped?
Any help would be greatly appreciated.

Currently I wouldn't recommend downgrading your units.
A workaround I found involved adding the affected group to a local group and then deleting that group.
I deleted my global group for #1 and saw the same issue as you.
Deleting the global groups, adding the outlets to a local group and then deleting that group seems to restore normal behavior to all the individual groups. Although not ideal it allows you to avoid linking #8 to other outlets and also display the appropriate outlet # on the confirmation page.
*edit: I meant to add that you can add your other outlets back to their global outlet status after doing what I mentioned above.

In the meantime, can I downgrade firmware to resolve this issue? What version should I use as I know there were issues with global outlet groups in at least one previous firmware release.

I have been able to confirm this behavior on two 7900 units here in the lab.
