We have an old AP7750 that seems to work as far as powering our equipment and switching inputs as needed, but the NMC doesn't power on.
There are no lights on the AP9617 when inserted into the AP7750, the reset button does nothing and I've visually inspected the slot and don't see anything wrong with it.
We've tried to reseat the card, tested in a SmartUPS to verify it powers on and can connect over the network and the card appears to be working.
We are also able to connect to the AP7750 using a serial cable but doesn't seem like there are any configurable settings.
Any suggestions why and if there is a way to fix the old AP7750?

What exactly is the history of this AP9617 NMC?!? Meaning it was (always) confirmed to be installed into the ATS?!?
If not and it was installed into a UPS the NMC would need to be flashed with the correct ATS firmware.
Since you can SSH into the ATS what does the system indicate as to the loaded firmware upload a screen shot for review.
Regardless, if we assume it’s the factory NMC that came with the ATS. Format the NMC by pressing and holding down the reset button for more than 20 seconds then release.
It will take about 30-60 seconds to format and come back up. Once complete the NMC will be in a default state and DHCP will be active and the user name / password is all lower case: apc
NOTE: This NMC is very old and slow and outdated. As such you can only access the website via HTTP (Not) HTTPS. The pages are extremely slow to load and you must use IE in legacy / compatibility mode.
Lastly, you must always logout . . .
Otherwise you’ll see a message saying another person is logged in already etc. You can resolve this by entering into the URL at the end to logout.htm or whatever the system indicates.

Thanks for the reply, the card doesn't power on in the AP7750, no lights, no status, the reset does nothing, there's no link on the connected switch, etc.. Tried a different AP9617 and same deal, both cards work in an old SmartUPS, they power on and get an IP address.
When its connected in the SmartUPS the lights come on, we get a link and I can reset and logon to the card over the network. It has the APC firmware for the AP vs UPS so believe it to be the correct card but I can't be 100% sure.
Here is screenshot of the terminal with firmware version on the AP7750. Is there an admin password over serial connection that gives us access to some basic config?

The user name in a default state is all lower case: apc

Pay special attention as it relates to DHCP, Telnet, SSH, Web Setup.
Given you have proven the card turns on in a UPS. I would open up the ATS to see if there is any thing blocking the NMC from making contact from dust, corrosion, bugs etc.
