Load in Watts
Could anybody clarify how many % can use as LOAD
I have SURTD3000 and it uses just 18% of load
the question is what is nominal wattage load?

There's no problem -- it only means it can't display the efficiency because the load isn't drawing any power -- perhaps there's nothing plugged into the UPS. So the only power consumed is what is needed to run the UPS electronics.

As noted here (http://www.apc.com/resource/include/techspec_index.cfm?base_sku=SURTD3000XLI), the UPS can provide 2100 watts total.
