How to set fault tolerant shutdown and start up VM

Hello, I have a few questions how to get working auto shutdown and after power is restored turn on Vmware hosts and VM machines.
I've read some walkthroug, but I was unsuccessful with fault tolerant. 
Here is configuration:
We have 4 servers with VMware 6.5 and vCenter appliance
Lets named them Vmware A, Vmware B, Vmware C, Vmware D
There are 2 clusters with nodes:
Cluster X
Vmware A,B
Cluster Y
Vmware C,D
There are some virutals (Linux, Windows each has VMtools). There are also virtual machines in fault tolerant mode.
 
vCenter is installed on Vmware C.
One of Linux server (running on Vmware C) is hosting PowerChute Network Shutdown 4.2.0.
PowerChute has admin access to vCenter.
We have 2 APC Smart-UPS SRT 2200 with MGMT cards - APC 1, APC 2
These APC are connected redundant. 
APC 1 is powering Vmware A,C and similar APC 2 is powering Vmware B,D.
There are 2 Outlet Groups (Outlet group 1,2)
For simplify the situation I just wanna power off Vmware B if UPS critical event occurs.
Powerchute is configured as single UPS (not redundant).
Host Protection I have chosen Vmware B
Here I can see whole cluster X
Virtual Machine Shutdown/Startup - ENABLED
All Hosts online prior to startup - enable
Now, I've tried some tests
UPS Control -> Reboot UPS Outlet Groups
Seems host Vmware B went to Maintenance mode. Linux virtual machines went offline. Fault tolerant didn't come offline. Then Vmware B went offline.
Seems PowerChute is communicating and proceeding shutdown sequence correctly. But doesn't affect on Fault tolerant Windows machines.
My questions:
Do I have choose protection on both Hosts of cluster X to get it working?
Is it good idea install PowerChute on one of the Linux machine? I can create tasks which will power on VM after start up ESXi Host. 
What are the advantages of Powerchute installed as appliance? Because we don't many resources for installing them on each Vmware A,B,C,D. I think Linux can handle Powerdown all VM machines but probably won't Powerdown its VMhost.
This is static environment. We don't plan install any other virtual machines. So we can control it by scripts or whatever.
