I have attempted everything listed in the update and I am unable to access the device to manually configure the device via CLI.

Hi Alan,
If the PDU is affected by this issue, the bootmonitor recovery instructions should work and timing can be tricky if you haven't done it before.
At the end of the day though, you may need to contact phone support for the easiest guidance through verification of this issue and available solutions to get you back up and running. I can help you here but it may be easier to be in front of the unit and actively talking to someone at the same time.
*addition to my original reply* Do you know if this PDU did have v6.0.9 firmware on it or are you unsure? In my notes, I do believe it probably shipped with it based on that beginning of the serial number.

Is this a brand new PDU or was it in operation for some time? Can you provide the first six characters of its serial number?
You have a blank blue display currently?
