I have SMART-UPS 1500 XLM with network management card AP9617 installed. I connect this UPS to network and the UPS able to obtain IP address. I am able to PING the IP but unable to connect to UPS through telnet or web.
- I confirmed that there is no firewall rules preventing the access.
- If I use serial cable to configure the IP address, I am able to connect through telnet or web.
- I set the option 43 to = 0x01 0x04 0x31 0x41 0x50 0x43 but that doesn't help either.
- I reset the network management card and still unable to connect.
Any idea what might causing this issue?

per buzz's statement: The new NMCs (AP9630, AP9631) have the cookie requirement disabled and will pull an IP via DHCP automatically.
please be advised this is only true for brand new cards shipping at AOS 5.1.1 and APP 5.1.1. if you ugprade from 5.0.x, where the default is Vendor Cookie: Enabled by default, the upgrade will maintain that setting and not turn the cookie off.
sounds like per buzz's suggestion, we need to either 1.) configure the vendor cookie option on your DHCP server or 2.) disable it inside of the NMC's console interface under the advanced options in the networking menu.

This part confuses me: "If I use serial cable to configure the IP address, I am able to connect through telnet or web."
So you ARE able to access the card via telnet/web some of the time?
When you connect using a serial cable, you should see "Stat: P+ N+ A+" above the control console, on the right hand side - can you verify these values?
Also while connected serially, if you go to 2 for network, 3 for ping utility, can you successfully ping addresses from the card?

It shows "Stat: P+ N? A+" and when I try to access PING utility, it shows "network is not running."
I also see message "Network not started. Currently making a BOOTP request."
I believe the default for Boot Mode is DHCP & BOOTP? How come the UPS doesn't configure the IP, SM and GW properly?
Yes. If I use serial cable to configure IP, SM and GW and I am able to connect to UPS through telnet or web.
What I want to do is to have UPS able to obtain IP address then have the tech to login through web or telnet to configure the designated IP address for UPS.

The card can only receive an IP address via your DHCP if the correct cookie is setup under option 43 on your DHCP server. By default, the card requires this cookie setting so it doesn't pull an unauthorized IP. You can disable this requirement, also by logging in to the card serially. Otherwise you'll have to assign it an IP address yourself either via serial connection, ARP, or the IP utility that comes with the card (also a free download).
