If I restart the network on this PDU, will it cycle the power? Or am I safe that nothing will loose power?

Any device we sell that is manageable over the network for the most part is designed so that if you reboot the network interface only, it does not reboot any outlets or interrupt operation of the device. That is also true for this PDU.

I don't have one to just test unfortunately but I went to http://www.apcmedia.com/salestools/ASTE-6Z6K4T/ASTE-6Z6K4T_R0_EN.pdf and referred to that user's guide and it appears we are on the same page as far as what options display. But yes, choose #1 per PDF page #10.
Can I ask why you are restarting it? I'd only be concerned if you are having a problem where outlets aren't working properly or something..and you restart it and they don't turn back on because there is a problem.

There was a power loss and our Struxureware server cannot reach them. The only way I have been able to get them back is to restart the nic.
