ACRD100 startup issue after temporary loss of utility power

We have 2 ACRD100 in-row cooling units. We lost utility power to the building for about a minute. On the restoration of power, both units wouldn't boot the control modules, with the units making several clicks a second, and the "output healthy" lights on the power supplies flashing with each click. The input healthy LED is solid. Opening the circuit breakers at the utility panel for a few minutes didn't do anything, but after leaving power disconnected for about 10 units, one of the 2 coolers recovered and is functioning normally. The other one is still stuck at the flashing condition, even after having power removed for over 30 minutes at a time. I made a video of the symptoms: https://goo.gl/photos/LM9XigzYSDBazEh97

Hello Blaine. It sounds like you have have an bad motherboard on the unit. Please call into your local technical support and they can confirm if it is the motherboard and check on the warranty on the unit. Thank you, I will contact support. Any idea on why both units would initially show the same problem, but one unit recovered with no action from us other than removing power for a while, then reapplying power?
